State Pension Systems Assets Rise Nearly $325 Billion in 2011
The nation’s state-administered defined benefit retirement systems totaled $2.5 trillion in cash and investment holdings in 2011, a 14.6 percent increase from $2.2 trillion in 2010, according to new statistics from the U.S. Census Bureau. Earnings on investments were $410.6 billion, up from $291.1 billion in 2010.
These statistics come from the 2011 Annual Survey of Public Pensions: State-Administered Defined Benefit Data, which provides an annual look at the financial activity and membership information for the nation’s 222 state-administered public-employee retirement systems, including revenues, expenditures, investment holdings, membership and beneficiaries. Statistics are shown for the nation and individual states. This information includes actuarial liability statistics, which project the total obligation required to cover costs for providing pensions to former and present employees.

This quarterly survey (formerly known as the Finances of Selected State and Local Government Employee Retirement Systems Survey) provides national summary statistics on the revenues, expenditures and composition of assets of the 100 largest state and local public employee retirement systems in the United States. These 100 systems comprise 89.4 percent of financial activity among such entities, based on the 2007 Census of Governments. This survey presents the most current statistics about investment decisions by state and local public employee retirement systems, which are among the largest types of institutional investors in the U.S. financial markets. These statistical tables are published three months after each calendar quarter and show national financial transactions and trends for the past five years.

Annual Survey of Public-Employee Retirement Systems
The nation's state and local public-employee retirement systems had $2.7 trillion in total cash and investment holdings in 2010, a $257.2 billion or 10.6 percent increase from $2.4 trillion in 2009, according to new statistics from the U.S. Census Bureau. This follows a $722.2 billion loss the previous year.

More Retirees With $100,000 Allowances
Thirteen percent of newly retired members of the state Police and Fire Retirement System (PFRS) in 2010 qualified for a pension of more than $100,000, according to data posted this week at SeeThroughNY.net, the Empire Center's government transparency website. Most of the 125 new PFRS retirees with six-figure pensions worked for agencies on Long Island and in the lower Hudson Valley, including the Port Authority of NY & NJ, continuing a trend that has developed in the past decade.
The average pension for all newly retired PFRS members came to $63,791, while pensions averaged $29,988 for members of the New York State Employee Retirement System (ERS), which covers all county and municipal workers outside New York City.

Pensions of State and Local Retirees Posted Online
A searchable database of pension allowances for 342,543 retired New York state and local government employees was posted this week on SeeThroughNY.net, the Empire Center's government transparency web site.
The database includes the names, retirement dates and, in most cases, the most recent employer for all individuals collecting pension benefits as of April 13 from the New York State and Local Retirement System (NYSLRS), which includes the Police and Fire Retirement System (PFRS) and Employee Retirement System (ERS). Among employees who retired in 2009, the average annual pension allowance was $62,208 for PFRS members and $25,947 for ERS members, according to data from NYSLRS.
